10/14/2004  RIDE - home-bound vs. home instructed students, October Reporting  Dr. Ken Gu - SEA 
This message is sent to all district data managers. I have recently received a few phone calls regarding the home-bound and home-instructed students and whether or not these students should be included in the October Enrollment report. Home-bound students who are members of the public school districts should be included in the October Enrollment report. The district is typically providing or paying for the special instruction and educational services. The school code (schCode) should be the school they are normally enrolled in. Home-instructed or home-schooled students who are NOT members of the public school districts should NOT be inlcuded in the October Enrollment report. The parents are typically responsible for the children's education. A student must have received permission from the school committee to be instructed at home according to the provisions of Section 16-19-2 of the General Laws of Rhode Island, 1956, as amended (see e.g., http://homeschooling.gomilpitas.com/laws/blRI.htm).
